Skoda Fabia 1.9TDI broken wire in engine compartment

I have FABIA 1.9tdi 2002 74kw engine code is ATD code, sterring is heavy when car is not moving, and i think that servo for steereing wheel does not work properly. I found broken wires in engine compartment but I don't have electric scheme how to connect them. So I have 3 broken wires 2 brown and 1 black.I think wires are original it is not replaced by some electrician. The broken wires goes under plastic near air blower motor. On all wires currently has 5v between them and battery earthPicture is attached. Also webasto heater does not work maybe this wires supply voltage???
Also I have this error codes with Vag scanner. Car is Elegance version with full option including Webasto heater.

Also where is main ground earth point in engine compartment?

 Just behind the passenger side suspension top mount on my 56 plate Mk1 - its a stud with a capnut on. I added an extra lead from here down ontom the engine block.

Looks to me as though two of the wires have broken off what look like red and blue crimp terminals that someone has fitted. They certainly don't look original.
