20 + 2nm Oil filter torque

I've fitted hundreds of oil filters over the last 50 years, or so, cartridge type when I was a lad and spin-on more recently. Read torque on genuine Yeti spin-on  as 20 + 2Nm so what does that mean - the +2, I mean? My usual method is "hand-tighten" then grip with a strip of emery paper to nip up tight - no tools to tighten.

Maybe "over tighten by 2Nm and it will strip the thread"?

It did not read 20 +- 2Nm did it?

Nope, I've checked that. Here's a photo with instructions on it.

 

Anyone else got ideas?

My guess would be 20Nm with an upper tolerance of +2Nm and a lower tolerance of -0Nm

 

In other words, 20Nm is the ideal torque but anything up to 22Nm is acceptable.
