When braking to a stop and dipping clutch, car revs to nearly 1500 until I release brake pedal. Any ideas?

Hi all, Loving my Octavia Ambiente 1.9 TDi (2005) that my Grandad has looked after. But I need 2 new tyres on the front. Wondering what fellow Skoda-ers recommend that won't break the bank, good for all year round. Cheers in advance Mark
