Of course my hood is fully closed . The issue must be somewhere else.

Hello! I have problem with my Front wipers. When I change windscreen wiper control for 1st speed level nothing is happening. When I change for full speed windscreen wiper it is starting. I assume that there is problem with windscreen relay. I want to change bot don't know where it is and how to change it ? I took some pictures of relay panel maybe you will be able to help me ? My car is Skoda Rommster 2008 1.2 htp. Please check those pictures:
