Thank you, prying tool provided a great tip. If someone is still looking for an answer, I was able to remove the frame with a plastic tool, starting from the inside and prying a little bit at each corner. Comes off easily without much force. Now I'm looking for an insulation material to use; open to suggestions. This little tool did the trick.

GiscoYeti I'm trying to remove the plastic frame as well for the same insulation issue. It was easy to remove the top steering column cover, but I couldn't remove the plastic frame. Do I have to pry from a specific point or pull with force? How did you manage to remove the plastic frame exactly?
