  1. Answer for your question... If you live in a country where it rains all the time than its wort replacing it because it can cause dampness in the wiring connections and also water can be splashed on to the engine causing engine to stop working. Try skoda it self plastic bits are not expensive.
  2. OH WELL £299 still costly. German and swedish sell cam belt kit for £76 and water pump for 27...buy your parts and ask any local mechanic to replace cam belt and pump they will charge you under £150 pounds maximum...job done. I buy my parts from GSF very cheap and good quality.
