Is there supposed to be a red light on the instrument cluster to warn about the braking system and if the handbrake is still on....

My car doesn't seem to have one.

1999MY Octavia 1.9TDi GLX

It does have an ABS light, Glow Plug light, headlight and full beam indicator lights, coolant warning light and oil light but that's it....

Unless alot of the bulbs have burnt out on the cluster.

Just a question, no beeps if I leave the handbrake on either...

There is on my 2002 vRS, but best if someone with a similar age and spec car as yours could check theirs.

There is a small switch located under the handbrake (you will need to take rear half of the centre console off to get to it), it's possible this is broken and this controls the light on the dash and the warning beeps if you leave the HB on and try and pull away.

When you turn the ignition on, does the second light in the second row light? It's a red exclaimation mark in a red circle with brake shoes either side.

No it doesn't lit even when the ignition is in the on position!

I can see the light your referring to....

As well as a second airbag light in the rev counter!

and ASR lights and stuff which obviously aren't used....

It should be below the yellow key warning light by the looks of things but it isn't working!

Any ideas?

Take the centre console around the handbrake off and check the little switch under the handbrake with a multimeter and replace that if it's not working.

If that is working fine then it may be a blown bulb or other fault in the instrument cluster, which I don't think is very easy to repair yourself, it's easier to buy another cluster and re-code it to your car.
