1.8T Problem

I've got a 2001 1.8T Laurin + Klement and the engine warning light came on a couple of weeks ago. A local specialist found a 17608 code and replaced the 'solenoid changeover valve'.

A few days later the light came on again. I took it back, same error, and they did a pressurised smoke test to check for leaks. None found.

They then started testing valves and found the diverter valve was not functioning. They tested it by attaching a vacuum pump to the top of it and trying to create a vacuum, they said it was faulty because the pump wouldn't register a vacuum.

I just wanted to do a sanity check before it goes in to be changed. Does the test make sense, and are they coming to the right conclusion?

As a secondary issue they're saying that the secondary air system combination valve is seized. They tested this by attaching the same vacuum pump, creating a vacuum and trying to blow through the valve. They said that because they couldn't blow through it, it was not operating.

Same questions really, does the test and conclusion make sense?
