Over £400 from the dealer without bulbs? Ouch. Is that because its Xenon or do "ordinary" headlights cost that much?

Think its just because of the Xenons, and because they have the adaptive lighting (where the beam turns wth the steering wheel). Plus they are quite a big unit, and you can only get them from the dealers, so they can more or less name their price!!
