Throttle Body Alignment causing issues?

Hello,

I own a 2004 Octavia mk2 1.9 diesel turbo. I hope someone can help me solve a problem I have with it. I had to replace the throttle body because the gears inside where chewed up.

I have read online at http://www.ross-tech.com/vag-com/cars/throttlebody.html that my throttle needs setting up.

At the moment the throttle stays open when the engine is reved up(intake hose removed from throttle body) it spits back through the throttle body intake with fumes. Is this due to the intake removed or another fault?
