Horn removed and relocated. ... Confued

This is a strange one. Has anyone an idea as to why the previous owner of my car has removed the horn connection from the steering wheel. And "relocated" it, just a button with wires running through the dash and straight wired to the battery terminals. (See photo) before ive had problems with code reader saying low battery voltage so I un attached the wires. But yesterday a neighbours visitor started reversing back at me with out looking and I had nowhere to move to and I realised my horn was not in use. Think its a good idea to sort this out. Confused why it's been set up like this!

Could be that an aftermarket steering wheel was fitted at some point ? The horn wiring runs thru the "clock spring" behind the wheel along with the airbag wiring. Pretty sure it switches to earth or -tv so no need to come from the battery

Original steering wheel in it now and doubt a different one was fitted before as it was standard all round besides some stickers so dont think thats it. its a new aftermarket wire and was just wrapped around the the right terminal on the battery..

could be the wire has broken or maybe not been refitted at somepoint? 

so with that push switch installed the origional horn worked off the steering wheel as it should yea? or just by pushing that button ?
