belt tensioner ignitor but none on the car

hi there every one new here but i'm stuck. got a 03 superb with airbag light on recently. dtc says  P028e       00654   belt tensioner igniter (d side) -N153   status; value of resistance too great. now heres my problem.  the car doesn't have belt tensioners fitted to either seat belt had both front belts out to check. i've soldered all the wires under the seat to eliminate the usual problem that occurs .any help would be grateful. would the fault be held in the dash. would changing the dash help me .
