VRS Climatronic Blower Fan not working

I had a problem with the fan not working about 6 months ago...removed it and blew a load of rubbish out of the motor and it came back to life.

 

Last week it stopped again... took the same action but no luck... even stripped the motor out and found it runs fine on the bench (just the motor). Jumped to the conclusion it's probably the control module with the heatsink, fitted between the 5 pin connector and the two pin conector for the motor. So I ordered a new fan unit from EurocarParts... fitted the new one, still no fan working.

 

Bought VCDS (other car is a VW Caddy so it will cover that too).

Have tried it with both the old and the new fans and have cleared the code but it comes back everytime.   All the functions of the Climate control pnael seem to work OK i.e. Lights going on and off + display on the Bolero screen.

 

I have put a volt meter across the main power supply (large wire size) on the connector plug and only seem to have 10.5 volts without the engine running. The main battery is not very strong but the car starts OK.

Is there not a problem with resistors on the fan units. Does the fan come with a new one.

I believe the resistor problem relates to vehicles without Air-Conditioning, its a different Fan on those vehicles.  The Fan for Vehicles fitted with Air-Conditioning includes an electronic speed  control module sold as part of the  Fan assembly. 

 

No the new fan does not come on. So I am assuming the problem is somewhere in the supply to the fan unit.

 

Is there a relay in the circuit?  The bare fan motor seems to take about 18 amps on full power, so I was wondering if it could just be a relay that has failed or has high resistance on the contacts and looks like an open circuit to the HVAC diagnostics.
