Some news reports & reporters are saying 'cars racing', the BBC do not say that, but some showing a video do.

So they show a video of a car exiting a junction maybe unsafely but a court will decide that as there is video footage, and a car coming along the road colliding with it maybe too fast, but a court will decide that.

Unless the car that hit the car came out the junction was racing then it was a collision.

 

Unless the cars were 'Cruising' or 'Cruised' in and parked, and maybe intending all leaving and going on a 'cruise' it was not a Cruise just a static car event were people drive there and then drive away again but ignored what the organisers asked for.

We know what they mean by 'Cruise' though, but what they mean by 'racing' is not so obvious.  Car Di-cking yes!
