Can anyone tell me where I can download a Fabia Monti Carlo owners manual  for free.

Come on, they are available from offical Skoda UK website

Monte carlo is a Fabia III, the manual does all models not just the monte. Otherwise it would cost skoda extreme amounts of money to produce a manual for every individual car and spec.
