There is metal plate with 9mm screw and is nut on the cable.Which one need to be removed first?

Hello. I would like to check oil level in the gearbox. Car Škoda Felicia 1.6 GLX, petrol, year 2000. I am wondering if it is safe to unscrew the speedometer cable? Is there any special procedure? Can I expect any problems with the gear located at the end of this wire? Thanks for all advise.
