    Well, thanks for all the responses.. quite interesting reading what you have come back with.. In the end it wasn't a wiring issue.  It was a young mechanic at the garage who lied to me telling me he'd fixed the issue, when it turns all he had done, was take out a correctly fitted type of bulb, and replace it with an incorrect bulb.   This made it illuminate in fog mode all the time no matter what.   I did find the post which allows for two rear fogs to be used at the same time on this forum.. another fabia owner had used the spare slot on the connecter on the passenger side lights to run some 18A fuse wire and splice into the fog return cable in the loom in the boot and he presto, twin fogs.. don't think you can do this on models beyond the Mk1 fabia.. but hey ho.. 
     
    I remember my old E-reg Nissan Sunny having twin fogs, and I don't really accept the fact that you don't need two, it's just manufacturers doing anything to scrimp and save on costs and make maximum money out of us motorists.. 
     
    I've now got another issue on the car which I need some answers too but I'll stick that in another post..
