From mains or PC?

tried to see if it charges with the phone switched off?

Has he tried rebooting it?

I know every time mine has any sort of fit, a quick reset cures everything.

Press and hold the sleep button on top and the front 'home' button until its goes off completely - you might get the 'slide to turn off' pompt - ignore this and keep pressing the two buttons until the screen goes black. Then turn on as normal.

If it's connecting to a PC it might be the computer playing silly buggers with the USB power supply to the iphone - try a complete shut down and restart of the PC, not just standby either.

Has he installed any apps lately? I installed an app that did just that - prevented it from charging. Remove any recent apps and hope he has them sitting on iTunes as well.

Has he used any accessories with it? there are documented incidents of non approved accessories cooking the charging circuits on the iPhone.

try a hard reboot.

Take battery out for amin or 2.. rebuild device and try again..

Could be a fake reading? try updating firmware also?
