should they be at these different angles and raised above the mount?

Something wrong there, I'd say the top mount bush on the nearside is definitely in need of replacing.

The wheels were at near lock( anticlockwise ). I have straightened up and both mounting plates are level relative to the raised part of the wing but there is a gap of about 7mm. Is this usual ?

yes the mounts sit slightly higher. the mount (the rubber piece on the underside) makes the mounting cap sit at an angle when the wheels are on lock like in your first pic.

Did you put them together, are you sure all the bits are there in the right order as its easy to miss a nut that goes on the inside of the strut setup and that can allow for the cap to stay raised like in your first pic.
