They must be able to, mine are powder coated and then lacquered over the top.

thats the thing i dont want the whole wheels done just the inserts painted

In a word ----------- yes

you can overcoat power or other polyester resins, but getting the shot blasted is a bad idea, all the happens is the stuff turns into a horrible goo
