Faulty electric window

We've had the driver's controls serviced in the past when the central locking system buggered up and none of the windows would behave properly.

Now there appears to be a problem with the passenger door window. It either goes up and refuses to open, or it opens and then refuses to close.

On the driver side, if you operate the switch you hear a click from the door followed shortly after by a second click but no motor action.

I've pulled out some of the fuses and checked them but it doesn't seem to have resolved the problem.

Can electric windows be closed manually from inside the door?

Its one of those problems that is ok in hot weather but you don't want a flood in the car when it rains.
