Right my superb MK1's bi xenon lights are in the down position and do not self level.

Is there a way to test if the current control unit is working correctly?

If you have access to a VCDS, connect it and look for errors, which should tell you straight forward what the problem is.

You can use the measuring blocks in VCDS to view the output from the load sensors, which have been known to fail.
