Seatbelt Retaining Clip moved to stop shoulder pads sagging belt

Hi Guys, well i've got a set of vrs seatbelt shoulder pads and well the problem i have is with the seat belt clip, there is a little plastic type retainer that holds the clip so high on the seat belt so with the shoulder pads on the seat belt it sags due to the clip sitting to high on the seat belt, so i want to move the little plastic retaining clip further down the seat belt by like 3 inches but i have no idea how to get it off, Anyone help me with this :?
