feli 1.9d hunting on cold start

i changed the cam belt recently and the diesel pump was a tooth out (advanced) and wouldnt lock off so i set the cam to tdc and locked the pump off but now only on cold start during the glow plug cycle the revs are eratic as soon as the glow plugs switch off the revs settle down is there a cold start lever i can adjust that wont interfear with the normal temp running cheers nigel.
