Out of interest why would you want to swap out the police spec ones ?

as on dial is silver and the speedo is black looks odd

If you want to swap the whole dash pod then you will need the immobiliser codes for both pods. IIRC you can't adjust the mileage with VCDS, you need vag-tacho to do that.
