Is there any way to alter how the cig lighter works?

At te moment mine is powered all the time. I need ity to power off when the engine is off as I run an auto record car cam that comes on when the cig lighter comes on - which currently just runs all the time

No, You cannot do it without rewiring. The best place to connect the power for the recorder is the interior light, above rear mirror - just place the power adapter inside the light body and connect to the wires there. The advantage is, the power comes when You unlock the car and remains until it will be closed, or leaved for 20-30 minutes with engine stop.

or you can use a fuse tap to connect to a fuse that is switched (i.e comes on with the car) and then run a power cable up the pillar and across the front of the headliner.
