Terminal 30 reading 0.0V, alternates 0.0V or 14V when engine running

Hi Everyone, first post here.  Been lurking a while and I have a tricky question. Car is a 1.4 16v classic

 

I have gotten a p0402 error. I cleaned up the throttle body and EGR.  Adaptation with VCDS didn't work for the TB since I have a DTC about low drive battery.  Regardless, read the blocks for engine 060 and have 9% and 9% with an adaption of 12 "ok".  This makes no sense to me, but it could be throwing the p0402 error?

 

Compounding this, I have a fully charged battery (with trickle charger on it), all fuses intact, and central electric block 002 is showing 0.0V with key off, and 0.0V *or* 14V with motor running.  Battery tests at 12V out of the car.  Sense wire is intact as well.  Even my stereo is keeping the presets with the ignition key out. Car starts right up, no prob, has a bit of a rough idle every now and then.

 

Ideas?

Been digging under the dash wondering if it is a relay doing this. I only see three of them -- #53 (40A regular relay), #410 (6N09063383A), and a big ass #18 (191937503).
