Strange turbo noise

2.0 Vrs turbo diesel. On the motorway with a perfect turbo one minute. Next minute limited power and heater plug light started to flash. The turbo makes a strange sound. And still makes strange sound. Can anybody help please. I've removed the pipes from air filter to turbo and checked the play. There is some but it's not touching and fins are not damaged. Actuator has suction from the vacuum pipe and it moves. Can't see any obvious split pipes or pipes off. Any response is appreciated. Cheers

If I was to describe the sound it sounds like a starter motor being engaged onto the flywheel whist engine is running only When it's under load. I haven't tried anything higher than 2000 revs because I don't wanna break anything but basically it sounds like an electric car. Cheers for getting back. When I disconnect the wire from the top of the actuator then take for a run it's quiet. But no turbo. Put the wire back on the electic car sound is back. So that's what makes me think it's the cause.
