Fan Resistor

I realise that when the fan speed dial decides it doesn't want to work on a couple of settings (1 & 2 in my case) then it's time for a new fan resistor but,,,,,,

will replacing this also stop hot/ cold air blowing in when the fan's set to the OFF position?

No it won't.  The air is being pushed into the car when the car is in motion, the way to stop this is to close the hole through which the air gets in, which is what pressing the recirculation button does.
