Hi having probs ,a ,starting the car ,dash lights flashing ,wipers going slow boot lock not working ,

Been towed to the garage they've said it won't run for more than a couple of minutes before it starts smoking ,

Relay 109 ????

Check the fuse block on top of the battery.  Look for signs of melting & corrosion.
