Skoda Octavia II 2006 Turnsignalproblems

There is a problem with our Octavia, its a Combi from 2006 (1 owner only, and thats me).. actually there is two problems but I start with the biggest problem first.

 

When I turn the turnsignalmechanism to the left, it works fine and the lights go on and blink to the left. But, when I do it to the right, the blink goes one time to the left and then fast to the right, and blink is normal. 

Can it be the turnsignalrelay that has an error in it?

 

The other problem is the airhornsignal. The lowtonesignal is working good, but the hightonesignal is dead. The question is where the horns is located cause Ive looked for them under the engine and around the lamps but I cant find them.

Thank you for your reply, where can I find the "workshop manual"?

 

I think I made my self missunderstood. The Indicator-relay(I think thats the correct word for it) isnt it located in the middle of the dashboard, where the emergency indicator button is, above the radio? Might that one be faulty? 

I was at my garage 20 min ago to check the "indicator stalk" but its no problems with that one, but when I indicate right it quickly indicates left before it indicates right again.

This is confusing, I called my local Skoda dealer and asked them about it, he said that if I changed that the problem might go away. 

Could low battery voltage cause the problem? Or is it certain that the central electronics control module is the problem and what can I do about it?
