Bulbs in front fog lights.

Front fogs have 2 bulbs each in them but only one on each side works when the fogs are on. Are the other bulbs something to do with the CH/LH lights that i've read about? Nothing else I have seems to turn them on.

I believe they are your DRL's, but guess they are currently turned off. CH/LH would typically use the main foglights or dipped beam headlight bulb.
