this one has me beat

there is a tremendous draft coming from the footwell on the passenger side

the screen and middle vents both blow hot or cold as does the rest of the car

this is constant and obviously gets worse as you turn the fan up

it a really noticeable

 

could it be a stuck flap somewhere

 

its a 2010 scout tdi

Try a heater flap reset by following this procedure...

tried to have a go

only to find this model (2010) doesn't have an economy button

Have a look in the passenger footwell where the pollen filter goes and make sure the filter housing cover is fitted.

 

My Scout was doing did this and I found the the filter housing cover was missing and the filter had dropped down a few inches and it was strongly blowing cold into passenger footwell.
