Not reving over 4000rpm? Problem?

in Skoda Octavia Mk2 (2004 - 2013)

Noticed that if i rev my car at neutral with the handbrake on it doesn't go over 4000rpm. When i drive it goes over it no problem and if i put it in neutral while driving it revs to the red line no problem.

 

Is this normal for the car to do this or is there sometime wrong?

What about the turbo not kicking in till around 3500rpm in 1st and 2nd gear but at 2000rpm in the other gears? Something just isn't right about my car and i can't seem to see what.
