The fan doesnt run if the A/C isnt working. Get the A/C working and the fan will work.

Check the fan when the car is hot + the cooling fan will be working. If its not then you have a fault with the actual fan. The small cooling fan controls both fans and these are common for faulting on the earlier mk2 octys.

But make sure its not just the A/C not working. When the A/C isnt working the fans dont work. Either there isnt enough A/C gas to work or the A/C pressure switch is faulty so its reading "not enough pressure" when there is enough pressure.. or the Compressor is faulty so not creating enough pressure
