Skoda Fabia MK1 immobiliser error flashing.

Skoda Fabia comfort 1.4 2002 ( 6Y2919880C)----The immobiliser error initially was intermittent and now permanent. I am under the impression that I can replace the Instrument cluster, ignition switch and the keys to avoid having to recode the ECU. Question is that if so what about  the VIN number which also encoded in ECU. Please help as the car is too old to spend lot of money.
