Wiper Motor/Relay Problem?

Hi all,

I'm having some issues with my wipers. I have a 2008 Skoda Superb Laurin & Klement. 

When my xenon headlights are not switched on the wipers will work fine through the different speeds. Turn the headlight switch to sidelights and they will continue to work fine, while it does this the headlight symbol in the dashboard will flash every time the wiper has gone through one motion. No problem there as they work at full speed. 

Headlights on now, the wipers will stutter to complete a full motion of wiping. Increase the speed they will continue to stutter. This is quite annoying while driving at night and can also be a risk. Bearing in mind the headlight symbol in the dash will not flash because the headlights have been turned on.
