Been touted by the government for years -  lol

Was it not in the Budget about 15 months ago?

Where are we on the First MOT being due when a car is 4 years old, any starting date for that.

Is it 2021, or maybe sometime after the UK BREXIT's, or has there been a rethink?

Low/zero emissions were never going to get away with it forever.

It was a way to force manufacturers to ditch high polluters by incentivising consumers to move away from them.  Now the industry & consumers have moved towards maintaining this, the incentive isn't needed anymore.

Indeed. A side effect of this strategy has been a dramatic increase in the percentage of diesel cars sold because of their low CO2. However this has led to an increase in the new bad boys NOx (NO & NO2)

As for particulates - diesels much better with DPFs but petrol engines have been made worse with the reduction of CO2 (Legacy port injection - very low but direct injection now at higher levels than diesels with DPFs). Next year Euro 6 © stipulates much lower particulate levels. This may involve a GPF (Gasoline Particulate Filter) or other techniques such as using both port and direct injection (eg European VAG EA888 gen III)
