P0183 fuel temp sensor?

Replaced the sensor but the fault returned.i put the black lead of my meter to ground and the other lead to the contacts of the socket for the sensor and there was no voltage at either one. Since the fault reads sensor A circuit high inpu t,would this suggest a short rather than a faulty ecm unit??
