Where is the intake temp sensor ? I'm guessing it should read oat ? On VCDS mine was showing +21 when the oat was about +4.

It doesn't read ambient temperature, it reads the intake air temperature to the engine after the turbo and intercooler.

 

under what conditions did you get 21?

Idle, not long after starting. When checking battery/alternator voltages post alternator loom cx. 

BTW,  it's the sensor that sits just behind the throttle body in the inlet manifold casting, just in front of the first port for injector number 1.

That's why your getting 21 degrees. If you have a look first thing in a morning before starting you should see the outside temp and the IAT are the same (might be a bit higher on the IAT due to it being protected from the elements a bit more)
