I think it's just a noisy auxiliary belt, the one that can be seen turning the air-conditioning pump.

 

To test this, pour a small amount of water on the exposed belt whilst the engine is running, it should stop the noise immediately.

 

If it does stop the noise all I can suggest is pouring hot soapy water on the belt, try to get the inner ribbed surface, rinse well and hopefully the contaminant is removed.

 

Repeat as necessary or replace the old hardened shiny belt.
