A/C and heating not working

There's a few similar topics related to water pump, but none quite like mine.  Climate control on Mk 3 Octavia estate 1.6SE TDI.  Done 40,000 miles.  63 plate.

 

A/C and heating has not been working properly for about 12 months now.  Took for service last year and got A/C service done - made no difference. This year took back to same Skoda dealer and asked them to fix at same time as service and cambelt replacement.  They didn't do it.  Back again this week for cambelt replacement and fixing heating.  Cambelt replaced.  Water pump had small leak so also replaced.  A/C flushed.  Heating matrix still working.  Now it seems worse!

 

Previously poor airflow and took about 20 mins before the car started heating up.  Whistling sound from one of the vents.  Smelt of fags bizarrely.  Now doesn't heat up at all and airflow still poor.  Doesn't demist windscreen and it's freezing for the family in car.  I've tried all different settings today - different vents, auto on/off, a/c on/off, recirculating air.  But nothing produces hot air or strong airflow.

 

I'm getting pretty hacked off with the dealership.  The first time i took it in they wanted to charge me £85 for diagnostics even though they hadn't identified or fixed problem.  This time they thought they'd done me a big favour by it costing less than quote.  Shocked at poor service.  Don't they actually sit in the car and check it's working?  Any tips?

scan for errors with obd or so. It might be a flap problem, it might be something else. 

The blower motor runs at different levels? I don't remember if there's a pollen filter, but removing that would be my next suggestion for testing purposes...

Poor heating & demisting, whistling, bizarre smell of fags...

Similar symptoms in my brand new Roomster back in 2009.

Cured by changing the pollen filter.

Thanks for the responses guys. Think when they put it on diagnostics at dealership it didn't really tell them what problem was. I'm going to check coolant level but should be okay. Also pollen filter might have been changed during service, but I'll check.
