CUBE Access - where does this rubber plug go?

Bought the wife a CUBE Access a few months ago.

 

With the manuals and paperwork etc. there was a little plastic bag with this rubber grommet / plug. It's soft rubber, not hard plastic.

 

Been scratching my head, and scouring the internet to try and work out what its for, and if it needs to used to plug a hole somewhere on the bike.

 

Any ideas?

For scale, closest thing to hand :D

Is there an exposed allen bolt head at the top of the headset holding the top cap that this could push into until it gets lost?

Honestly, I've spent a good 15 minutes pushing it into as many holes as possible, except probably the most obvious one :D
