All pads and discs I've used (mostly ATE and Bosch), specifically state to avoid any harsh braking for at least the first 100 miles, they need to bed in gently at first.

 

Whoever is replacing these need to check the hub is perfectly cleaned of corrosion etc before fitting the discs. And then measuring run out when fitted, as you appear to have a manufacturing issue
