Intermittent noise around wheel when driving

Hello all,

Wife's 2016 1.0 makes a subtle strange sort of rubbing noise from time to time while driving. Seems to come from underneath, mainly around the nearside front, although I hear it from the offside front.

Today, by way of an excuse to christen my new trolley jack, I had all four wheels off in turn and could find nothing obviously amiss. However, I noticed the front shocks have a concertina-type protective plastic sleeve over them, which I guess move up and down as the suspension does. Could it be this making the noise? And should they be fixed at the bottom (ours are loose).

Below is what I'm talking about. Any suggestions welcome, cheers.

Just by way of a follow-up, it doesn't seem to be doing it any more 🙄
