re cabin pre heat, is this only available on the IV? Is it available through software mod?

 

waiting for my vanilla SEL in the next couple of weeks, but it doesn’t cone with heated windscreen or heated steering wheel.

Yes

The pre heating will come from the traction battery (or the fact it’s plugged in). 

Or, is it webasto preheating you're thinking about? If so - i believe it's an accessory in most countrys (in Sweden more or less standard on diesels).

You're only option would be the auxiliary heater that runs on diesel/petrol.

 

No idea if it's even an option offered in the UK. I know in Germany it's an option offered on most VAG vehicles and comes standard on some models.

 

It can be retrofitted but it's expensive.
