Bonnet Release not working

I have had a 16 plate MK3 estate  fro four years now and just come to check the oil and add windscreen wash as per normal and been unable to release the bonnet using the pull handle in the passenger footwell. Any ideas on 

a HOW TO OPEN BONNET WITHOUT DAMAGE

b HOW TO REINSTATE HANDLE PULL TO WORKING CONDITION ONCE BONNET RELEASED
