Skoda blue light suspension and upgrades

Hi people , i have a second hand rapid response octavia 2 4x4 , in the process of doing bits to get it nice and somewhat back to stock (paintwork, fixing bits etc..) since I've had it i found the suspension very bouncy and boaty , i changed out the rear shocks and still have issues , i can tell the front shocks need changing . When i had a look at them the other day i noticed my springs said "Skoda blue light" . Now according to the one or two forum posts i could find i realized it was suspension given to emergency vehicles on behalf of skoda uk . My question is , what are the characteristics of this setup , was hoping to put perhaps some billstein b4s or maybe even b6s on the frotn and eventually the rear , should i look at changing the springs too ? When i bought the motor they had originally had a heady duty medical cabinet in the back along with 2 leisure batteries in the spare wheel space hooked up to the emergency lights , cameras , radio and satnav . So they had a bit of weight in there id imagine , anyone know what they springs are ment for , are the good for everyday use ? Should i get a more stock set up ? As the shocks are knackered its hard to tell. And when my car went in for an allignment the guy doing it asked if the springs were original because the could be over sprung .Any suggestions would be appreciated
