Plugs at bottom of Radiator?

Just had the garage ring and tell me that my leak is not the rad fan switch seal again but actually something to do with a plug at the bottom of the radiator.

So a couple of questions what is this part, what does it do and am I right in thinking that it is pretty cheap as they have said they wont charge me for it even though I don't have warranty.
