You need a Mode Select button for Eco. I use it all the time on my Octavia (2020) SE L 1.5 ACT DSG , and the engine cruises at 1000 rpm whenever I lift off the throttle. Sometimes downhill, I blip the throttle to get it to cruise when it wants to remain in gear, presumably in the expectation that the gradient is too steep for cruising.

Does it have Economy driving mode? If so, ACT is indicated by an icon in the speedo screen when the engine is not under load.
